I can't seem to finish or maintain anything lately. I never can, but recently it's been more acute. Maybe it has to do with the pending release of CherryPy, which means we're in "feature freeze" mode; I miss writing the sweeping redesigns that I was able to shove into 2.1 before the beta.
But it's apparent in other areas, as well. I have about 80 hours of video transfer to DVD to do for various friends (and some personal projects). I haven't touched any of them in months. I also have a company to officially close, which is moving at a glacial pace. I've got a bunch of papers in triplicate that I need to mail off to the State, but can't seem to work up the drive to buy a large envelope for the purpose.
But then, having everything "done" is a much worse state. Maybe I should count my busy blessings.
What you describe usually accompanies me when I'm in an emotional-low (aka depression)
I deal with it by getting trough the low without feeling guilty about things I didn't do (that'd be prolonging the low) and so try to get out of the low in time to do the more pressing things. Having those done (leads towards better) I find the energy to pick up things I left.
I keep a sort of backlog of abandoned projects, and I'm carefull to pick them up once in a while when I'm motivated. (of course the ones I couldn't bring myself to pick up again probably are really uninteresting for me)
Btw, my lack of motivation in such phases is rather easy to explain. To be motivated one needs energy. But energy is wasted in depressive periods on worrying and spinning pointless thoughts. Therefore, drained of energy, motivation for all but the depressive state sinks.

Maybe that's the way the World works nowadays. You jump from projects to projects. Remember, our parents used to think they would enter a company for their complete profesionnal life. Now it's almost impossible not to change a few times in one life.
Maybe it's the same with projects, maybe we don't follow them from beginning to the end.
